An appointment under the WAPDA Employees Children Quota creates no vested right where the governing policy expressly excludes children of employees terminated before death. The lack of a prior hearing does not warrant restoration where the admitted facts permit only one conclusion. However, salary paid for duties actually performed is not recoverable absent fraud or deliberate concealment.
