A deceased-quota right accrues upon the employee???s death under the law then prevailing and cannot be defeated solely by the legal heir???s minority or rigid limitation. Nevertheless, the protected right is one of lawful consideration, subject to qualification, suitability, vacancy, verification and fulfilment of statutory requirements.
