1. The Court directs the Sindh Government to fully implement the Sindh Empowerment of Persons with Disabilities Act, 2018, by creating a PWD Fund and launching a Special Employment Exchange and Portal in every district. 2. All public and private bodies must identify and register eligible PWDs, report their total workforce and PWD representation within two months, and fill the five-percent quota.3. Where qualified PWD candidates cannot be placed, establishments must remit the equivalent salary into the PWD Fund. 4. Merit-based standards for competitive positions remain unchanged, ensuring fairness alongside affirmative action.
