Through this petition the petitioner sought declaration and direction against the respondents and also claimed damages against them. In this case, it was observed that the relief sought in the petition can be sought in a suit for declaration, injunction and damages and not in the constitutional jurisdiction of the High Court. Further that the Article 199 of the Constitution casts an obligation on the High Court to act in the aid of law and protects the rights within the framework of Constitution.
