Primarily, they are not amenable to the constitutional jurisdiction of this Court under Article 199 of the Constitution. The rules framed by such bodies are non-statutory in nature and any alleged violation thereof does not attract writ jurisdiction. Since the KBA/respondent bodies are not persons performing functions in connection with the affairs of the State, and no statutory violation of enforceable fundamental rights has been demonstrated. For these reasons, the petition is not maintainable under Article 199 of the Constitution. 14. Without entering into the merits of the case, and while leaving the petitioner at liberty to challenge the continuation in office of the KBA office bearers before the competent forum, this petition is accordingly dismissed.
