Therefore, the competent authority has exercised the jurisdiction without lawful justification by allowing the private respondents to be promoted to the next rank, and we have also reservations against the confirmation of the service of the private respondents who had not qualified for the departmental examination of Collector Part-I and II within the stipulated period.
