In view of the above, both petitions are allowed and Respondent No.1 NADRA, in coordination with the concerned Union Councils and the Social Welfare Department, is directed to devise and implement a uniform and child-sensitive mechanism for the registration of orphaned and abandoned children of unknown parentage residing in registered orphanage institutions in the Province of Sindh, without insisting upon parental particulars, upon verification by the head of the institution in accordance with law and policy. Necessary steps shall also be taken to facilitate issuance of birth certificates and CNICs / Child Registration Certificates to such children within a reasonable time, so as to ensure that they are not deprived of their fundamental rights to legal identity, education, healthcare, and social protection. Compliance report in this regard shall be submitted before the MIT within a period of eight (08) weeks.
