Rizwan Ashraf and Others (Petitioner) V/S Fed. of Pakistan and Others (Respondent) Sindh High Court Bench: Hon'ble Mr. Justice Muhammad Karim Khan Agha, Hon'ble Mr. Justice Adnan-ul-Karim Memon(Author) Order Date: 24-SEP-25 Primarily, this court's role is not to rewrite policy or interfere with the executive's financial decisions unless a clear violation of law or fundamental rights is proven which is not the case at hand. The government actions were not "without lawful authority" because the new pay scale and the freezing/reduction of allowances were approved by the Cabinet, the highest executive body, and they. acted within their lawful powers to manage the budget and government affairs. We do not see that the government's policy is discriminatory and violates the petitioner???s legitimate expectations. Prima facie, the government acted within its lawful authority for budgetary reasons. No interference on our part at this stage is required under Article 199 of the Constitution. 10. For the above reasons, this petition is dismissed along with pending application(s).
