Prime facie, the refusal to grant such encashment is therefore contrary to the CBA agreement and discriminatory. 13. Accordingly, the petition is disposed of with a direction to the competent authority of the respondents to reconsider the petitioner???s case within one month without fail after providing a meaningful hearing to him.
