Under Section 16 of the SBC Ordinance, 1979, an adequate remedy through an appeal is available, offering two forums for aggrieved parties. Therefore, without exhausting the remedy of filing an appeal against any illegality or irregularity, filing a constitutional petition directly under Article 199 of the Constitution is neither competent nor maintainable.
