The trial court passed a Judgment and Decree in favor of Plaintiff based on the officer's competency (authority to issue and communicate show-cause notice/charge sheet) relating to an unamended version of the PTCL Service Regulations, 2001, without discussing the BoD Resolution. The trial Court did not address the remaining issues settled by the Court. The Court cannot examine documents in the appellate stage which were neither filed nor relied upon by the party in the suit/trial proceedings..
