Suspension or blocking of CNIC of a citizen carries severe implications. It virtually brings life of the affected citizen to a halt; his right of employment and access to bank accounts is affected; his right to engage in trade, business or profession is affected. His access to education, health, etc. is also denied. His family members are also affected. Ultimately, his Right to Life, as guaranteed under Article 9 of the Constitution, is virtually taken away, and the citizen is denied the exercise of fundamental rights guaranteed under the Constitution of Pakistan. ??? No provision exists in CPC. or the Financial Institutions Ordinance 2001 for blocking of CNIC of a Judgment Debtor. ???
