Accordingly, without expressing any opinion on the merits of the controversy, the matter is remitted to the competent authority to reconsider and decide the case of the Petitioner afresh, strictly in accordance with law and applicable policy, within a period of three weeks. It is further observed that any remarks made in the comments filed by the Respondents shall not prejudice the Petitioner and shall not influence the competent authority while deciding the matter on its own merits. 12. The petition, along with pending application(s) stands disposed of in the above terms.
