The amenability of a public-sector company to Article 199 is not the same as the justiciability of the right asserted. Where service is governed by non-statutory policy, the relationship is that of master and servant, and the claim lies before a court of plenary jurisdiction, recasting such a money claim as discrimination under Article 25 cannot unlock a jurisdiction otherwise barred.
