Where offences under PECA fall within NCCIA???s exclusive investigative domain, registration of an FIR by NCCIA upon receipt of information constitutes the first lawful information of such offences and cannot be invalidated as a second FIR on the basis of prior proceedings before an agency lacking statutory jurisdiction.
