Pension is a vested constitutional right, not a bounty. Once an employee completes the qualifying period of service, neither a subsequent voluntary resignation, nor its finality under the service rules, nor delay in claiming, nor unrelated misconduct alleged in later employment, can operate to forfeit benefits already earned; Rule 2.11 of the West Pakistan Civil Services Pension Rules and Regulation 418, C.S.R. apply only to incomplete service and cannot be read as instruments of confiscation.
