Service under a corporation is not service under Government, and absorption into a Government post carries past service across only if the instrument of absorption so provides. Condonation under the CSR meets a minor shortfall, not one of eight years, and an approval granted "as admissible under the rules" raises no estoppel, for no authority can confer by sanction what the law withholds.
