Every limb of section 2(f) of the Act of 2014, as it stood in 2015, is tied to terrorism, and a constable killed by negligent driving, though on duty, falls outside it; the substitution of 2023 enlarges the class of beneficiaries, is substantive and prospective, and its "act of violence" imports intentional force. Entitlement crystallises on the date of death, and declarations wrongly made in other cases found no claim, Article 25 knowing no negative equality.
