This case comes from the Balochistan High Court and involves a dispute over a chromite mine near Muslim Bagh. Haji Ghulam Haider, who held a mining lease over the area, complained that Samiullah and others were trying to forcibly dispossess him of his mine, using armed men to remove his workers and seize equipment. It held that an order passed by a Justice of Peace under section 22-A is administrative and supervisory in nature, not a judicial order affecting rights in the way covered by sections 435 and 439 of the Criminal Procedure Code, which deal with revisions against court orders. Therefore such an order could not be challenged through an ordinary criminal revision; the proper remedy would have been under section 561-A, the High Court's inherent powers.
