Sadia Anwar had applied for a Junior Vocational Teacher post and ranked third on the merit list, but was initially excluded for lacking a local domicile certificate. However, another candidate, Zarmina Kakar, challenged this before the Provincial Ombudsman, who overturned the decision in Sadia's favor. The central legal question was whether the Ombudsman and related forums under the Balochistan Ombudsman Ordinance, 2001 had the authority to decide matters of government job appointments and recruitment.
