This case involved a dispute over admission to Bolan Medical College, Quetta, for the 2010-2011 MBBS session, specifically a seat reserved for students from District Kalat.
Both Abdul Haq (the petitioner) and Kaleemullah (respondent No.4) applied for this reserved seat. Kaleemullah was granted admission based on a local certificate from District Kalat. However, Abdul Haq objected, arguing that Kaleemullah actually belonged to District Quetta, not Kalat, and had obtained certificates from both districts without disclosing this to the Selection Committee.
The court found that Kaleemullah's father had indeed been issued a local certificate from Quetta that included Kaleemullah's name. Although this Quetta certificate was later cancelled, Kaleemullah held both certificates at the time he applied for the Kalat seat and failed to disclose this dual status.
The court examined the college's admission rules, which clearly stated that candidates holding two local certificates during the admission process cannot be considered for admission unless they disclose the cancellation of one certificate beforehand. Another rule allowed cancellation of admissions obtained through false or incomplete information.
The High Court ruled that Kaleemullah's admission was illegal and void because he concealed his dual certificate status. It cancelled his admission and directed the college to reconsider Abdul Haq's application for the reserved seat in accordance with the rules.

عدالت نے پایا کہ کلیم اللہ کے والد کو واقعی کوئٹہ سے ایک مقامی سرٹیفکیٹ جاری کیا گیا تھا جس میں کلیم اللہ کا نام بھی شامل تھا۔ اگرچہ کوئٹہ کا یہ سرٹیفکیٹ بعد میں منسوخ کر دیا گیا تھا، لیکن جس وقت کلیم
