This case involved medical students challenging the University of Health Sciences Ordinance, 2002, which required medical colleges to affiliate with the newly created University of Health Sciences instead of the University of the Punjab. Only four students out of roughly 6000 affected challenged the law, and none of the medical colleges themselves objected.

The students argued that the Ordinance conflicted with the Pakistan Medical and Dental Council Ordinance, 1962, violated their fundamental rights to equality under the Constitution, operated unfairly by exempting two colleges from affiliation, and defeated their legitimate expectation of being examined by the University of the Punjab as before.

The Supreme Court rejected all these arguments and refused to grant leave to appeal against the High Court's earlier judgment. It held that the Ordinance was a valid law and not unconstitutional. The exemption given to two colleges was temporary, using the phrase "for the time being," so it did not amount to permanent discrimination. The Vice-Chancellor's letter was simply informational and did not conflict with the law. Students had no vested right to stay affiliated with Punjab University, since college prospectuses always reserved the government's right to change rules. Importantly, the Court noted students would still get the same MBBS degree, and the new university existed to raise educational standards and was duly recognized by the Pakistan Medical and Dental Council.

This case matters because it confirmed the government's authority to restructure medical education oversight without violating students' rights.
