Accordingly, while refraining from expressing any opinion on the merits of the case, we deem it appropriate to direct the Inspector General of Police, Sindh, to personally look into the matter and ensure that the investigation is concluded strictly in accordance with law, fairly, impartially and without any further unnecessary delay. If, upon completion of the investigation, no sufficient incriminating material is found against the petitioner, the Investigating Officer shall, without delay, submit an appropriate report for cancellation/annulment of the proceedings before the competent Magistrate under Section 173 Cr.P.C., enabling the learned Magistrate to pass appropriate orders in accordance with law. The entire exercise shall be completed within three (03) weeks from the date of receipt of this order. 10. With the above observations and directions, this Constitutional Petition stands disposed of. 11.
